'rl.�....-.:y�,. <br />WHEREAS, Ordinance No, 555-78 was enacted to reduce the adverse effect <br />of increased vehicle and pedestrian traffic on existing neighborhoods and <br />provide safe and efficient facilities for vehicle and pedestrian traffic; and <br />WHEREAS, Ordinance No. 555-78 requires, in part, a developer to improve <br />street and alley rights-of-way; or at the discretion of the City Engincer, a <br />developer may convey and execute in the favor of the City of Everett an <br />irrevocable power of attorney for the sole purpose of casting a vote, signing <br />a petition or otherwise assenting to the formation of a Local Improvement <br />District.
