SUMMARY <br />137 MUKILTEO BOULEVARD <br />On April 2, 1976, I received a complaint stating t}iat the res- <br />idence at 137 Mukilteo Boulevard was apparently abo�doned and <br />being vandalized. An inspection of the single family structure <br />was �ade on April 7, 1976, and several serious violaiions of the <br />Uniform Building Code caere noted. <br />A letter listing the violations was mailed to the owner and he <br />responded with a telephone call to inform us that he was goLng <br />to rehabilitate the building and that he would keep it locked <br />up. A reinspection on May 7, 1976, showed that the yard was <br />cleaned up and the building secured. <br />A follow-up inspection on June 16, 1976, revealed that no a��rk <br />was being done and that th� property had further deteriorated. <br />A Notice of Unsafe Building was issued to the owner, Robert Bluhm, <br />on ,Tune 16, 1976, which ordered the demolition of the building. <br />This Notice was delivered by personal service, to Mr. Bluhm on <br />�une 23, 1976. <br />Since that date we have ne;otiated with three different parties <br />who indicated that they had nurchased the property and planned <br />to repair it. The most recent owner, Mr. Carrol Kathol, after <br />oromising the Building Of�icial that he would rehabilitate the <br />house within a reasonable length of time, obtained a Building <br />Permit and did a small amount of work on the foundation. He <br />apparently abandoned his work as nothing was done for a six month <br />period. This Building Permit was voided on November 9, 1977. <br />Mr. Kathol met with the Building Official on November 28, 1977, <br />and indicated that he sti13 had plans to rehabilitate the build- <br />ing. The Building Official agreed to dalay further action one <br />week to allow Mr. Kathol to produce a Ferformance Bond. <br />As Mr. Kathol did not produce a performance Bond or other ade-� <br />quate security to guarantee the rehabilitation of the building <br />within a reasonable length of time, I must assume that he has <br />abandoned his plans. <br />My most recent inspection of the structure on December 27, 1977, <br />revealed that it has further deteriorated, is open to the public <br />and a hazard to neighborhood children. <br />�_ — <br />
