STAFF REPORT TO BOARD OF ADJUSTMENT <br />VARIANCE / 7-88 <br />DATE: April 4, 1988 <br />Applicant: <br />Location of Property: <br />Variance Requested: <br />Existing Zoning: <br />Existing Land Use: <br />Adjacent Land Use/Zoning: <br />Exhibits: <br />1. <br />Vicinity/Zoning Map <br />2. <br />Site Plan <br />3. <br />Narrative Statement <br />4. <br />Elevation <br />5. <br />Parcel Map <br />FINDINGS AND CONCLUSIONS: <br />Lawrence Wicken <br />2232 Baker <br />Everett, WA 98201 <br />Directly east of 1618 Mukilteo Blvd. <br />From E.M.C. 19.14.060, Height., to allow <br />construction of a single family <br />residence that would be 35 feet in <br />height instead of the 28 feet allowed <br />by Code. <br />R-1, Single Family Low Density <br />Residential <br />Vacant <br />North: Mukilteo Blvd./R-S <br />South: Vacant/R-1 <br />East: Vacant/R-1 <br />West: Single Family/R-1 <br />1. That there have been exceptional or extraordinary circumstances or <br />conditions applying to the subject property or as to the intended use <br />thereof that do not apply generally to other properties in the same <br />vicinity or zone. <br />Finding: The Applicant wishes to construct a single family residence <br />on property which fronts on Mukilteo Boulevard south of the bridge <br />which is between Glenwood and Greeley. The site is approximately 10 <br />to 12 feet below the deck of the bridge. Access to the site is via <br />the alley on the south. The Applicant wishes to build up so the <br />living area won't be looking directly at the side of the bridge and <br />also to take advantage of a partial view of the Sound from the upper <br />floor looking to the northwest. <br />Conclusion: There are exceptional and extraordinary circumstances <br />applying to the subject property that do not apply generally to other <br />property in the vicinity and zone. <br />2. That such variance is necessary for the preservation and enjoyment of <br />a substantial property right of the appellant possessed by the owners <br />of other properties in the same vicinity or zone. <br />Finding: There are other properties in this zone that have a view of <br />the Sound, and since the height limitation in this zone was recently <br />changed from 35 feet in height to 28 feet in height, there are other <br />homes in the zone that are 35 feet in height. <br />
