\ <br />the commercial area in the City of Mukilteo at the waterfront, as well as <br />property in unincorporated Snohomish County adjacent to the Boeing <br />plant. (Garret tesi'imony, exhibit 9) <br />15. There will be no signage proposed for the faciliry. (exhibit 1) <br />16. The Applicant submitted that the design of the pole is not the most <br />e�cient for the cellular service because it does not provide the antenna <br />sectors needed for complete coverage. However, the antennas flush <br />with the pole will provide necessary coverage for this particular cell of the <br />Applicant's system. (Brown testimony) <br />17. The City determined that it is not feasible to screen the proposed pole <br />with landscaping. (exhibit 1) <br />18. Irritants such as noise, smoke, dust, glare, odor, visual blight and other <br />undesirable impacts will not be generated from the proposal. (exhibit 1) <br />19. In the City of Everett Comprehensive Plan the subject �roperty is <br />designated as 4.1, Neighborhood Business. The Corr�prehensive Plan <br />includes policies that encourage colocation of utilities that will minimize <br />environmental disturbance. The proposed facility will minimize the <br />environmental impact because it will be the replacement of a rotting <br />existing pole. (exhibit 1, T��;ar testimony) <br />20. The proposal will comply with all City Zoning C�des and other State and <br />Federal permits. (exhibit 1) <br />21. In addition to the General Evaluation criteria, the Specific Evaluation <br />criteria EMC 19.41.150.D.1.c must be satisfied. i hase criteria include: <br />(a) All utility and communications facilities shall be designed, <br />landscaped, or othervvise screened to ensure compatibility with <br />surrounding properties. <br />(b) Antennas associated with above ground utility of <br />communication facilities shall be located on existing or replacement <br />towers or structures to the maximum eutent technically feasible to <br />discourage the proliferation of tower structures. <br />(c) Tower structures for above ground utility and/or <br />communications facilities shall not be located in or within 300 feet of <br />��� <br />
