CITY OF EVERETT <br /> PLANNING DIRECTOR DECISION <br /> Multipie Family Modification Review II #06-0OB <br /> Maroh 31, 2006 <br /> DESCRIPTION OF PROPOSAL: For the construction of four dwellings in two duplex <br /> buildings, the applicant is seeking modification of multiple family development standards: <br /> allow approximately 90 square feet of a vehicle maneuvering pad to be located within <br /> the side yard setback on the west, and to reduce the rear yard setback from 20 feet to <br /> 10 feet. <br /> Applicant: Dave Madle <br /> 17528 39`" Drive NE <br /> Arlington, WA 98223 <br /> Location: 2501 Melvin <br /> Zoning: R-3 Multiple Family Medium Density <br /> Contact Person: John Jimerson Phone: (425) 257-8737 <br /> Section 19.15.101(D) of the Everett Municipal Code (EMC) states that"An applicant may <br /> propose and the Planning Director(using Review Process II) may allow an applicant to <br /> deviate from certain development standards and/or Multiple Family Design Guidelines <br /> provided the proposal satisfies the evaluation criteria contained in subsection 15.010.D.3 <br /> of the Everett Zoning Code." <br /> Findinps and Conclusions: <br /> The following findings and conclusions are based on the criteria established in Section <br /> 19.15.010.D.3. of the Zoning Code: <br /> 1. The unique characteristics ot the subject property and/or its surroundings <br /> and how t�iey will be protected or enhanced by modifying the development <br /> standards or design guidelines. <br /> Findinsts: <br /> Melvin Ave east of Broadway exte�ds for one block before it terminates at the edge <br /> of the Interstate 5 right-of-way. Excluding the project site, there are about six single <br /> family homes and an eight unit apartment complex fronting on Melvin. A seventh <br /> house gains access to Melvin via a driveway next to Interstate 5. Tlie proposed use <br /> provides multi-family housing as envisioned by the comprehensive plan and zoning, <br /> while at the same time, the site and building design provides a streetscape <br /> appearance compatible and consistent with the single family homes on the block. <br /> The positive characteristics of the proposed development and whether such <br /> characteristics could be provided by compliance with the development <br /> standards andlor design guidelines proposed to be modified. <br /> Findinns: The proposed layout helps the project to avoid a long driveway/parking ii'1 <br />
