Previously, the City <br /> reviewed and approved a variance for construction of eiqht units on <br /> the site (Variance K9-88) . <br /> The State Environmental Policy Act (SEPA) Rules require that <br /> conatruction of more than four dwelling units must complete a SEPA <br /> environmental review prior to issuance of any City approvals or <br /> permits. While the SEPA Rules allow phased review of development <br /> proposals, they do not allow phased review when "it would merely <br /> divide a larqer proposal into exempted fraqments" . Before we can <br /> review the building permit application for the 4 unit apartment, a <br /> SEPA review must be completed f�r construction of the total eight <br /> unit proposal. <br /> Enclosed is an application packet for the environmental review.
