A National Pollutant Discharge Elimination System (NPDES) permit, administered by <br /> ihe Washington State Department of Ecology, will probably be required for clearing <br /> and grading activities on th►s site due to itc size (more than 5 acres). A permit for <br /> stormwater dischazge to Narbeck Creek may or may not be required Jepending upon <br /> the future use of the site. <br /> MITIGATION OF ADVERSE IMPACTS BY SEPA <br /> 1. Any grading/fill on this site shall be done so as to not impact the surcounding <br /> properties. (SEPA Earth, Land and Shoreline Use Policies.) <br /> 2. Prior to issuance of any permiu a��d based on 230,000 square feet of office, <br /> warehouse, and manufacturing space, the Applicant must pay a mitigation fee of <br /> 52�.00 per the Interim Traftic Midgadon Ordinance No. 1670-89, as amended. <br /> Altemately, if 300,000 square feet of o�ce, warehouse and manufacturing space is <br /> requested in the Building Permit application, the Applicant must pay a mitiganon fee of <br /> $34.435.00 per the Interim Traffic Mitigadon Ordiaance No. 1670-89, as amended. <br /> (SEPA Transportatioa Policies) <br /> 3. A paved walkway separated from the driveway must be installed as a pedestrian link <br /> from all buildings to Merrill Creek Parkway. (SEPA TranspoRation Policies) <br /> 4. Stormwater enhancement facilities may not be located inside required wetland or stream <br /> buffer areas. (SEPA Earth, Water, and P(ants and Animals Pohcies) <br /> 5. 'fhe vertical and neaz vertical slo�es on the east side of the property must be remediated <br /> consistertt with the recommendaUons contained in the Sham►on 8c Wilson, Inc. report <br /> dated March 18, 1994, with the following clarificadons and minor modifications: <br /> A. Actual remediadon work may vary slighdy from the report in response to field <br /> informadon develope� during the remed�ahon. Major modifica�ons resulting in <br /> damage to ezisting na6ve vegetadon not anticipated in the report, or final slopes <br /> steeper than recommended by the report must be approved by the Planning <br /> Department. <br /> B. All disturbecl areas must be reve�etated within 60 days of completion of the <br /> slope remediadon work with na��ve ground cover, shrubs, and, where pracdcal, <br /> trees. A revegetadon Qlan si6ned by a licensed Landscape Architect must be <br /> approved by the Plannmg 1'.epartment before slope remed�adon is begun. <br /> Among the objectives of t,`�e plan are that the vegetadon must function to <br /> stabilize the slopes, improvement of the aesthedc appearance of the slopes, and <br /> provision of habitat suitable for nadve b'vds and animals. <br /> C. The licensed Landscape Architect must certify in writing that the proposed <br /> revegetation will survive in the soils, slope and hydrologic environment <br /> associated with each of the planting areas. Special attendon must be paid to <br /> those areas where the till material will be recontoured to a slope steeper than 1 <br /> I.5:1 (horizontal to vertical). <br /> D. A licensed Landscape Architect must certify in writing that all of the approved <br /> revegetation has been installed in accordance with the appmved plan. <br /> z <br />
