Narrative Statement - Specific Evaluation Criteria <br /> I. 'fhis variance is necessary because of relatively sreep topography across die subject site <br /> which makes vehicular access and on-site parking difficult. In order to limit the amount of <br /> slope to 10 percent along the north access drive�vay, it is necessary to raise the elevation <br /> of the eastem portion of the site. This can be accomplished with the introduction of a <br /> retaining wall adjacent to the east property line overlooking the Burlington Northern <br /> railroad tracks. The construction of such a retaining wall will require a variance. <br /> 2. The variance will not be materially detrimental to property in the area or to the City as a <br /> whole. The only adjacent property significandy uffected would be the Burlington <br /> Northem railroad tracks cast of thc subject site. The proposed retaining wall is not <br /> expected to have any detrimental aRect on the railroad, but should in fact, have a positive <br /> impact by creating an ell'ective barcier aeainst ille�al trespass. The City as a whole will <br /> probably notexperience any change <br /> as a result of the requested variance. <br /> 3. This variance will only grant the subject property the same general rights enjoyed by other <br /> property in the same area and zone as the subject property. The proposec� retaining wall <br /> will allow this property to be fully developed as permitted under current zoning. Other <br /> properties in the neighburhood have already realized their full development potential. No <br /> increase is requested over and above the current code allowance. <br /> 4. The variance is the minimum necessary to allow the subject property the general rights <br /> described in Criteria #3. The proposed retaining wall will be constructed to provide the <br /> minimum workable slopes for vehicle access and parking. No additional benefits will be <br /> gained from the wnstniction of the proposed retaining wall. <br /> 5. The granting of the variance is not inconsistenl �vith the goals and policies of the Everett <br /> General Plan. The proposed variance will allow the subject site to be developed as <br /> pertnitted under the current zoning wltich is consistent with the goals and policies of the <br /> Everett General Plan. <br /> 6. The need Cor the requested variance is not the result of a self-created hardship. This <br /> variance is needed because of existing site topography which is a naturally occurring <br /> condition. <br />
