Narrative Statement - Specific Evaluation Criteria
I. 'fhis variance is necessary because of relatively sreep topography across die subject site
which makes vehicular access and on-site parking difficult. In order to limit the amount of
slope to 10 percent along the north access drivevay, it is necessary to raise the elevation
of the eastem portion of the site. This can be accomplished with the introduction of a
retaining wall adjacent to the east property line overlooking the Burlington Northern
railroad tracks. The construction of such a retaining wall will require a variance.
2. The variance will not be materially detrimental to property in the area or to the City as a
whole. The only adjacent property significandy uffected would be the Burlington
Northem railroad tracks cast of thc subject site. The proposed retaining wall is not
expected to have any detrimental aRect on the railroad, but should in fact, have a positive
impact by creating an ell'ective barcier aeainst illeal trespass. The City as a whole will
probably notexperience any change
as a result of the requested variance.
3. This variance will only grant the subject property the same general rights enjoyed by other
property in the same area and zone as the subject property. The proposec retaining wall
will allow this property to be fully developed as permitted under current zoning. Other
properties in the neighburhood have already realized their full development potential. No
increase is requested over and above the current code allowance.
4. The variance is the minimum necessary to allow the subject property the general rights
described in Criteria #3. The proposed retaining wall will be constructed to provide the
minimum workable slopes for vehicle access and parking. No additional benefits will be
gained from the wnstniction of the proposed retaining wall.
5. The granting of the variance is not inconsistenl vith the goals and policies of the Everett
General Plan. The proposed variance will allow the subject site to be developed as
pertnitted under the current zoning wltich is consistent with the goals and policies of the
Everett General Plan.
6. The need Cor the requested variance is not the result of a self-created hardship. This
variance is needed because of existing site topography which is a naturally occurring
condition.
