Project Manager Subject: Drilled Pier Construction, Pile Driving Delta Switching Station Everett, Washington Dear Jim: � As requested, we have provided construction oUservation of drilled piers and pile driving at the site of the Delta Switcfring Station in Everett, Washington. A geotechnical engineering evaluation was perfo:med by our firm for the above project and the results included in our report tided "Delta Switching Statien Yrojeat, Geotechnical Engineering Report," dated October, 1993. The scope of our servi;as w� ull-time observation during the foundation installations on the dates of June 9, 10, 1� and 16, 1994. This report includes observations during drilled pier and driven titzhP; pile installation. Also included ; in this report aze pile driving records for the project. The foundations were to be installed in compliance with t � specifications on contract drawings and in the specifications tided "Public Works Contract No. 93-778 Delta Switching Station Site Consuuctioq " Volumes one and two, date:i February 4, 1994. During the drilled pier installatioq we observed that the soil conditions were as anticipated and are consistent with ihe soil condidons indicated in the geotechnical report and encountered duriqg the geotechnical evaluation. We also observed that the concrete was placed in general compliance with the recommendapons in the geotechnical report and the project specificadons. The driven piles were to be installed to a minimum depth of five feet into the sand layer that is first encountered at an approxic�ate elevation of minus one foot. The piles were not to be driven beyond an approximate elevation of minus sixteen feet withou' further consultation. The pile cap areas were excavated to an elevation of appro�timately 14 feet (approximately five feet deep) prior to pile installation to assure that the piles could be cut at the cutoff elevations designated on the piGng plan of 1433 feet and 14.83 feet for the east and west sides of the north-south baseline "B", respectively. The piles �vere then driven approximatcly 22 feet to an elevation of-3 feet, approximately seven feet into the sand layer encountered at an approximate elevation of elevation minus one foot.
