EMC TITLE 18 REQUIRES THAT THE FOLLOWING ELEMENTS SHALL PROVIDE A <br /> BASIS FOR APPROVAL OR DISAPPROVAL OF PROPOSED SUBDIVISIONS: <br /> General Evaluation Criteria for Short Subdivision, Subdivision, Cluster Alternative, and <br /> Alteretion or Vacation (EMC Chaater 18.28.010) <br /> An application 'haf complies with all of the following general evaluation criteria lisfed be/ow <br /> and applicable Cify Sfandards shall be approved. The City shall deny an application that does <br /> not comply with the following criteria. <br /> A. Public Use and Interest—The proposed project and design shall promote the public use and <br /> interest in accordance with the standards established by the State, City, and the Land Division <br /> Ordinance. <br /> Finding: The proposed subdivision would create a total of 90 lots which could accornmodate <br /> 90 single-family attached units. This subject property is the former site of the ASARCO <br /> arsenic smelter. During its operation, tlie smelter was responsible for contaminating the site <br /> soils with arsenic. The current owner, the Everett Housing Authority has been working jointly <br /> with the Department of Ecology to clean up the soils to an acceptable level. The first step in <br /> this process was buyout of the land by ASARCO and demolition of more than 20 homes on the <br /> project site. The next step was excavation and disposal of contaminated soils and importation <br /> of clean fill. This work was completed recently. Funds from the sale of the property to the <br /> developer will be used to pay for site cleanup costs. <br /> Conclusion: The public use and interest have been served by the provision of additional <br /> opportunities for single-family home ownership and the cleanup and redevelopment of a once- <br /> contaminated site. <br /> B. Public Health, Safety, and General Welfare—l'he proposed project and design shall <br /> promote the public health, safety, and general welfare in accordance with lhe standards <br /> established by the State, Cily and the Land Division Ordinance. <br /> Finding: The public heallh, safety, and general welfare are addressed through the findings, <br /> conclusions and conditions of approval stated in this report. <br /> Conclusion: The public health, safety, and general welfare have been served. <br /> C. Comprehensive Plan—The proposed project and design is consistent with the City's <br /> Comprehensive Plan policies and land use map. <br /> Finding: The Everett Comprehensive Plan designates this area as 1.3 Single Family <br /> Detached residential, 10-12 dwellings per gross acre. <br /> Conclusion: The use of the proposed subdivision is consistenf with the Everett <br /> Comprehensive Plan. <br /> EXHIBIT # I <br /> PAGE'- �F.� <br /> 1��., <br />
