The fence, barrier plantings, impervious surface cover, and <br /> access control (i.e. the crosswalk) should block all the potential pathways by which toxins could <br /> find their way from contaminsted soil to the park user. The park should provfde a safe, clean <br /> place for the local population lo congregate. <br /> I noted the design of the park was such that it avoided the need to disturb native soil. However, <br /> if soil is disturbed during ccnstructfon, workers should follow all the precautions noted in <br /> Snohomish Health DislricPs "Publfc Health Advisory For the Everett Smelter Site", dated March <br /> 15, 1991, and all Washington State Department of Labor and Industry requirements.
