November 20, 2006 <br />1-IWA Project No. 2006-000-21, Task 84 <br />for the new additions extend down to the level of the existing foundations for the <br />basement. <br />GEOLOGIC HAZARDS <br />Slone hazard Areas <br />In accordance with the criteria contained in the City of Everett Geologically Hazardous <br />Areas Regulations, Chapter 19.37.080, the subject property contains a slope considered a <br />landslide hazard area. This area is also noted as Potentially Unstable on the Puget Sound <br />Coastal Atlas. In addition, review of topographic maps and our observations during site <br />reconnaissance indicate that the western portion of the lot, beyond the top of the slide <br />scarp, can be classified as a steep slope according to the Code. <br />However, the existing native soils consist of soils that were glacially consolidated, and <br />are relatively dense. In addition, present site development plans do not include any <br />modification of the steep slope portion of the existing hillslope, and will not extend any <br />closer into the geologically sensitive area than the existing structure on the site. The <br />addition at the northwest corner of the site will be setback at least 45 feet from the lop of <br />the old slide scarp. The addition at the southwest corner of the site will be setback about <br />67 lect from the top of the old slide scrap. <br />CONCLUSIONS AND RECOMMENDATIONS <br />Geologically Hazardous Areas <br />In our view, the proposed addition will not adversely affect the overall stability of the <br />adjacent steep slopes. The new additions will be setback a minimum eislance of 45 feet <br />from the top of the old slide scarp. In our opinion, the resulting setback will serve as a <br />functional buffer from the top of slope and permit reasonable use of the property and the <br />proposed developments to proceed. The current setbacks are well within the current <br />requirements for standard setback buffer of 25 feet as stipulated in ENIC 19.37.80(B)I. <br />It is our opinion, the proposed development, as currently planned. will avoid impacts to <br />the geologically hazardous areas and no geologic hazards will result from the proposed <br />development either on site or on any adjacent property as long as recommendations <br />presented herein are met during construction: <br />Best Management Practices (BMP's) should be implemented during construction as <br />prescribed in local City and County regulations for erosion control during construction. <br />These measures include an erosion control plan that addresses, limiting activity during <br />wet periods, placement of a silt retention system on the western side of the property, and <br />proper disposal or recompaction of any material that is disturbed on the site. We <br />recommend that construction equipment and materials be operated and maintained a <br />minimum distance of 30 feet from the lop of the old slide scarp.
