August 5, 1974 <br />The regular monthly meeting of the City of EvererL Board of <br />Adjustment was held at 7:30 p.m., August 5, 1974 in the City <br />Hall Council Chambers, City Hall, Everett, Washington. <br />Mr. Cronin presided. Mr. Ingram and Mr. Baird were present. <br />Mr. Graff and Mr. Berg were absent. <br />The minutes of the previous hearing of July 1, 1974, were <br />read and approved as read. <br />A hearing was held on the request of Cornelius Cummings, <br />1916 McDougal, Everett, Washington for a variance from <br />E.C.C. 15.04.090 (Zoning Code), Subsection E - Yerd Requirmcnts <br />for permission to construct a carport to within three (3) <br />feet of the North property line in an R-2, single family, <br />high -density residence zone, lots 24 and 25, block 384, Plat <br />of Everett, Division 'W , 1.916 McDougle. <br />After viewing the subject property and considering all the <br />facts and testimony, it was moved by Mr. Ingram, seconded by <br />Mr. Baird and unanimously carried to grant the applicant's <br />request for the following reasons: <br />1 - The granting of the variance is necessary for the <br />applicant's enjoyment of his property rights. <br />2 - Granting the variance will not be detrimental to <br />the surrounding area. <br />3 - The improvement will be similar to other existing <br />uses in the area. <br />4 - Granting the variance will. not be injurious to the <br />General Comprehensive Plan. <br />A hearing was held on the application of Henry Dahl, Jr. - <br />615 First Naitonal Bank, Everett, Washington; Casino Royale - <br />Hoge Building, Seattle, Washington; and Frank Ruano, Suite <br />500 Plaza, 600 Building, Seattle, Washington for a variance <br />from E.C.C. 15.04.190 (Zoning Code) off-street parking, C-1, <br />General Commercial Zone for permission to provide a minimum of <br />95 off-street parking stalls rather than the requirement of <br />160 off-street parking spaces for a Restaurant with a floor <br />area of 10,180 square feet. <br />That portion of Government Lot 1, Section 18, Township <br />28 North, Range 5 East, W.M., and of -.Northeast quarter <br />of Northeast quarter of Section 13, Township 28 North, <br />Range 4 East, w.M., described as follows: <br />Commencing at the Northwest corner of said section 1.8, <br />thence S 00 49'00" E, 30.00 feet; thence N 890 51' 00" <br />E, along the westerly extension of the south margin of <br />
