TO
Frank Bennett
FROM
Jamie Johnson
DATE
December 9, 1974
SUBJECT
Parking Areas CITY OF CVLVLTT, LVCRCTT. W.15H111TON
I called Mr. Horeczko, a plan checker for I.C.B.O., in regards
to this matter and received the following interpretation:
"Floors of parking areas are required to be of non-
combustible materials".
Their definition of acceptable materials would be concrete,
asphalt, gravel, dirt, or any other material not readily com-
bustible. It appears that the only product which.can not be
used would be wood.
This is a departure from a prior interpretation. It was
explained that they have had numeri.ous calls concerning this
matter and thus have liberlized their interpretation. However,
Mr. Iioreczko believes that a definate material specification
may be introduced for passage at the next annual conference.
Mr. Horeczko said that, at I.C.B.O., when simular incidents
occur they recommend that a ground cement mixture be added to
gravel surfaces and that hard surfaces are recomended to
insure resistant to possible errosion and capilary action which
may weaken the foundation bearing caused by adverse weather
conditions.
Therefore, it would now be appropriate to notify Mr. Knehr,
that the concrete surface is not required. However, at the same
t'_me we should notify him that a hard surface should be used
for the purposes here -in stated.
It is also advisable that all footings in this area extend
at least 24 inches below the parking surface as to insure
against possible bearing failure which could be caused by
frost.
The plans have been stamped approved containing notes requiring
the columns in the parking area and exterior wall columns be
protected and that the afore referenced footings extend at
least 24 inches below the parking surface.
The contractor may pick up the building permit at his convenience.
