Where an applicable TMDL has established a general waste load allocation for <br />construction stormwater discharges, but no specific requirements have been <br />identified, comp�iance with Conditions S4 (Monitoring) and S9 (SWPPPs) will be <br />assumed to be consistent with the approved TIvIDL. <br />c. Where an applicable TMDL has not specified a waste load allocation for <br />construction stormwater discharges, but has not excluded these discharges, <br />compliance with Conditions 54 (Monitoring) and S9 (SWPPPs) will be assumed <br />io be consistent wiih the approved TMDL. <br />d. Where an applicable TMDL specifically precludes or prohibits discharges from <br />construction activity, the operator is not eligible for coverage under this pemut. <br />2. Applicable TMDL means a TMDL for turbidity, fine sediment, high pH, or <br />phosphorus, which has becn completed and approved by EPA prior to November 16, <br />2005, or prior to the date the operator's complete pemiit application is reczived by <br />Ecology, whichever is later. TMDLs completed after the operator's complete permit <br />application is received by Ecology become applicable to the Permittee only if they are <br />imposed through an administrative order by Ecology, or through a modification of <br />permit coverage. <br />S9. STORAiWATER POLLUTION PREVENTION PLAN <br />An adequate Stormwater Pollution Prevention Plan (SWPPP) for construction activity shall <br />be prepared and implemented in accordance with the requirements of this permit beginning <br />with initial soil disturbance and until frna( stabi(i_arian. <br />A. The SWPPP shall meet the followine obiectiv�s: <br />1. To implement Best Management Practices (BMPs) to prevent erosion and <br />sedimentation, and to identify, reduce, eliminate or prevent srortmvater contamination <br />and water pollution From construction activity. <br />2. To prevent viotations of surface water qualiry, ground water quality, or sediment <br />managemcnt standards. <br />3. To control pcak volumetric flow rates and velocities of stormwater discharges. <br />B. General Requirements <br />1. The SWPPP shall include a narrative and drawings. All BlviPs shall be dearly <br />referenced in the narrative and marked on the drawings. <br />The SWPPP narrative shall include documentation to explain and justify d�e pollution <br />prevention decisions made for the projec.. Documentation shall include: <br />a. Information about existing site conditions (topography, drainage, soils, <br />ve�,etation, etc.); <br />
