We previously submitted a draft of this report on June 10, 1996. <br />Following submittal of the draft repoR, we understand ttut the conSguration of the <br />proposed public access pier and trensient moorage faality has been revised. The attached <br />report, which completely supersedes the previous draft report, has bcen modi6ed to ee9ect <br />these revisions.
