����� -,..... _.,_.. <br />c ,•j���,� <br />���L'l��;;.5���:-,,�,Y <br />PROPOSED DECLARATION OF NON-SIGNIFICANCE !��� <br />SEPA �81-39 <br />�i�'( 'cl� :E�,�.�iCl( <br />�Pdl7lic'�`aD�lcs ��»ott. <br />Description of Proposal: The proposed action is issuance of a Shoreline <br />Permit to allow construction of facilities for assembly of modules for <br />gas processing units for shipment to Prudhoe Bay. The following factors <br />were considered prior to mal.ing a preliminary decision on this proposal: <br />l. The 60 acre site is a previou;:ly filled area known as the <br />Norton Avenue Terminal. Zoniny is M-1 and would allow <br />this use. <br />2. Prefabrice.ted materials, including structural steel, piping, <br />vessels, pumps, motors, and electrical equipment would be <br />shipoed in by rail, road, and sea for assembly at the site. <br />3. The modules will weigh up to 2,000 tons and are approxi- <br />mately 98 feet wide, 100 to 165 feet long and 150 to 175 <br />feet high. <br />4. At each module assembly location, concrete pads will be <br />placed to support the module bases. Each location will <br />be provided with underground water, air, electricity, <br />and drainage system. <br />5. The assembly operation involves erection of a framework <br />and installation of various materials and equipment, <br />primarily by welding and bolting. The entire assembly <br />is then covered with prefabricated insulated siding. <br />6. Modules are transported from the assembly location to <br />the barges by use of large crawler transportets. <br />Approximately 10 Uarges per year holding 60 mcdules <br />will be shipped to Alaska during May and Junc. <br />7. Permanent structures to be built on the si.te will include: <br />approximately 95,000 square feet of ware}�ousin� aa9 office <br />spa�e; a 4,000 square £oot weldinq shop, ar.d a 5,00� s3uare <br />foot portable structure for use �G a change house for craft <br />personnel. The existing warehouse on the site will also <br />be used. <br />8. Approximately 115,000 cubic yards will ba excavated to <br />create a dead-load barqe basin adjacent to the existing <br />concrete nier on the siCe, in t:he southwest corner of <br />;he sltc. <br />
