There shall be extensive landscaping of the marine terminal <br />and future boat harbor area to include the following areas: <br />a. along Norton Avenue, the east end of the project, <br />b. along tre 15 foot berm separating the termina]. <br />activity from the future boat harbor. <br />c. The use of the top of the berm for a path and observa- <br />tion point is also recommended. <br />6. That a pedestrian circulation element be included as an <br />integral part of the Port of Everett development in this <br />area, to link the three public oriented projects planned; <br />the boat launching facility, the new boat harbor, and <br />continued development of the 14th Street Marina. <br />1977 permit: Kaiser Facility <br />4. Prior to construction permits being issued for buildings, <br />a landscaping plan shall be developed addressing the follow- <br />ing areas: <br />a. parking areas, <br />b. boundary between the assembly area and the proposed <br />marina, <br />c. along the west edge of Norton Avenue from 16th Street <br />to 21st Street. <br />5.
