Memo dictated by George Dragicevich of Parsons Development 3/4/81 <br />SUBJECT: Traffic on Norton Avenue - Parsons Development - Everett <br />Fabrication Site <br />Practical capacity of Norton Avenue is about 3,000 vehicles per hour in direction <br />of heavier floa� under ideal conditions. <br />Present Conditions - Daily total northbound at Norton south of 21st Street is 2,700 <br />vehicles per day. ]f we assume 25% of daily flow is in the peak hour which is <br />equal to 6i i vehicles per hour representing 22.5% of prac'ical capacity ther. <br />Norton Avenue is classified as Category A service, i.e., free flowing traffic. <br />Peak Employment Conditions - Building trade workers will arrive in approximately <br />1,075 cars while other �office employees, contractors) might use additional 150 <br />cars for a total of 1,225 cars. <br />Assuming 2/3rds of cars will arrive from south then peak load at worst spot will be <br />as follows: <br />G75 VPH existing load <br />1,225 VPH present load <br />1,900 Total <br />This total represents 63`.0 of practicai capaci:y of Norton Avenue. This represents <br />Traffic Category B during peak hour of months of highes+: employment. <br />Normal Employment - Building trade workers wiil arrive in 445 cars. <br />� Office employees will remain unchanged, i.e., 150 cars. <br />i'�Parsons impact will be 595 cars X?/3 = 397 cars at the same worst spot <br />�` 675 VPH existing load <br />� 595 Parsons load <br />� 1,270 Total <br />representing 42`,Yi of practical capacity which is Category f\ service. <br />CONCLUSION: Parsons employees will not significantly impair existing excellent <br />to good traffic flow conditions on Nnrton Avenue. <br />Parsons will provide if required two entrance-exit connections, on� for traffic to <br />and from north, and one for traffic to and from south at main parking lot off <br />Norton Avenue. <br />
