The existing substation is located at the northwest intersection of <br />Everett Avenue and Sdest Ptarine VieW Drive. The App�icant will relocate <br />the statlon to facilitate widening of West PSarine View Drive. This will <br />reault in the existing substation and eleven city blocks of Blocks 6 <br />through 1' bein� used for the prorosed new substation. All tha locs, <br />zoned M-1, are vacant except for six lote with houses ahich l�a•�e been <br />purchased and xill be removed as part of the roadway impr.ovemect project <br />and the substation improvement. <br />3. As part of the propc^al, the Applicant submitted a site plan which was <br />admitted at the hear�_� as exhibit 5. A reduced copy of this site plan <br />is attached hereto and by this reference is hereby incorporated as part <br />of these findings. <br />4. The subject property is a.7 acre parcel of land that has a �oning <br />deaignation of M-1, F{eavy Manufacturing. As set forth in the Everett <br />Comprehensive Plan, it is a water oriented iudustry and por.t development <br />mixed use. The propertles to the north and west also liave M-1 zoning <br />desig�ations; the property to the south lias a zouing designatlon of C-2, <br />park; the pr.operty te the east is West Msrine 4'iew Drive and a steep <br />cliff. At ti�e top of the cl.iff is multiple family and single family <br />developed property in an R-5 zone. <br />5. The Eczrett Municipal Code (EMC) 19.58.O10.C.1 requires that utility <br />substations be considered yursuant to the provisious of the Speciul. <br />Prorerty Use Permit sections of the Everett Municipal Codc. Thes^ <br />pruvisions are set forth in Chapter 19.58 of the EMC. <br />
