Mr. Rucker made the statement that his neighbor�s garage is <br />two (2) or ihree (3) feet from the property line rather than <br />to the property line. <br />No objection was voiced by the audience. <br />After visually viewing the subject property and considering <br />all the facts, i'_ ti�as moved by tdr. Black, seconded by Mr. Russell, <br />and unanimously carrie� to grant the applicant's request for the <br />following reasons: . <br />1. There are exceptional circumstances that do apply to <br />the subject property that dc. not apply generally to <br />other properties in the same vicinity, <br />2. The granting of tlie variance is necessary ior the <br />applicant's enjoyment of his property rights tlzat <br />are enjoyed by the other neighbor in the same area. <br />3. Granting of the variance will not be detrimental to <br />the public welfare or injurious to oth�r property in <br />the area. <br />9. The granting of the variance e�ill not adversely affect <br />the Comprehensive General Plan. <br />As a condition to the granting of this variance, the following <br />stipulation was made: <br />1.
