No shoreline area shall be utilized as a <br />q <br />o ti <br />site for dumping or disposing of non- <br />putrescible solid waste material without <br />acquiring a shoreline permit. <br />viii. Where feasible, and where provision for <br />maintenance is established, new shoreline <br />development shall provide pedestrian access <br />to the shoreline. This access shall be <br />.�1 designed so as to prevent interference with <br />the conduct of the principle activity at <br />the site. In those instances where public <br />1 access to the shoreline is provided, it <br />shall be permanently guaranteed to the <br />public through dedication or easement. <br />ix. Construction or substantial progress toward <br />construction of a project must be <br />undertaken within 2 years after final <br />approval of the permit, and completed within <br />five years. If the project has not been <br />completed in this time span the permit <br />IK a will be reviewed by the Planning Department <br />who will do one of the following: - extend <br />the permit for one year, or terminate the <br />permit. <br />� � I <br />Findings: <br />i.
