1 <br /> FINAL DECLARATION OF NON-SIGNIFICANCE � <br /> Description of Proposal <br /> The proposed action is the issuance of a grading permit to allow excavation of a. hill�ide <br /> and the provision oF parking facilities. The following factors were considered prior to <br /> making a preliminary decision on this proposal: <br /> 1. A portion of the parcel is currently zoned R-2, Single-Family High-Density Residential, <br />!;,� and a portion is zoned S-2, Communi[y Shopping Zone. The northern portion of the <br /> property, under current R-2 zoning, cannot be used for rental and welding equipment <br /> ' parking. <br /> 2. Excavation has been previously initiated and has been stopped. A substantial cut <br /> of steep hillside is involved. Revegetation for slope stabliization will occur <br /> upon the completion of excavation activities. No retaining walls are proposed. <br /> 3. The site drains into PiEeon Creek Yo.l. Drainage must be designed in conformance <br /> with City policy. <br /> 4.
