f. '1'he applicant did not create ihe sloping toporphy, the
tliree sides of tle property being landlocked, tle stream to
tlie west preventing normal improvements to the "only
street access", nor did the applicant create the street
topography to the south discouraging vehicular access
onto 751h Street.
'1'he requested variance is an attempt to grant the applicaut mosf of tlie
same rihts property owners enjoy elsewhere in the city given the
same zoning. The applicant believes that, by granting the variance, a
win-win-win situation will occur in that the project, already finded
with Federal and State Moines, may proceed as planned, the adjacent
property owners will benefit by the creation of a mach lrRer "een
belt" buffer between properties, and the city will receive an enhanced
wetland and clean stream tributary in place of an umisable street with a
degraded wetland--all paid for by and maintained in the fiiture by the
applicant.
Note: I . In response to a SEPA application, a
declaration of non-significance has been
received from ihe City. ( mitigated
determination of non-signi6cance, SEPA #
18-95 attached )
2. The City has reviewed favorably, thus far,
the proposed stream mitigation plan.
