I was cailed at home by the night operator at the Water Filtration Plar�t to respond to a lock•in on Lake Chaplain Road. A red,Toyota pickup had enlered through an opened gate at approximately1930 hours without reading the signage stating the road was open 6AM-6PM. He passed the maintenance seasonal who was exiting and locking the gate for the evening. I made contact with the vehicle at the outer gate at approximately 2055 hours on unincorporated City of Everett property. The red,Toyota pickup with 18"-24"tire widths and a lift package was parked inside the gate. I ran the registered owner, Miller, Steve A. 09-20-1990 lhrough SNO-PAC and he came back clear. I explained the rules to him and started to question him about the mud on his tires. He stated he was 4x4ing on Woods Lake road to a lookout, prior to entering out property. He had been on our paved roads for almost 2 hours and should not have had that much mud, on his tires. I toid him that I would be back at 6AM to check our property tor any oH road activity. He was released from lhe gate and warned of Trespass. The next moming I found no off road act�vity. On Wednesday,April 23, 2012 on my first day back trom days off I was checking on the Fire Knox box on the outer gate One of our neighbors,who live just outside our gate, asked if the red,Toyota truck ever got out. He told me that the Toyota was on the hill abova the gate and it appeared to be winching an eco-block. I checked the hill above the gate and found an ecablock that had been dragged approximately 20 feet away. He was unable to escape due to the second row of blocks were all chained together. Large tire tracks were stiil in the mud so I photographed lhe damage. I went back to the plant and pulled up the security camera footage of the Water Filtration Plant at 1951 hours and noted that the suspect vehicle had no mud on i;a tires. Since this is unincorporated City of Everett property we will bill the suspect for the cost of replacing the eco-blocl:and excluding him from our property.
