16 <br /> EXHIBIT A <br /> Central Puget Sound Water Suppliers Forum <br /> Rules for Conduct of Business <br /> Adopted: January 27, 2000, Revised 2/14/02 & 2/26/04 & 4/27/06 <br /> 1. Membership <br /> a) The members of the Forum are the designated representatives of <br /> the invited organizations (currently 13) as follows: <br /> • Everett <br /> • Seattle <br /> • Tacoma <br /> • Cascade Water Alliance <br /> • East King County Regional Water Association <br /> • Everett Water Utility Committee <br /> • North Snohomish County Water Utility Coordinating Committee <br /> • Pierce County Regional Water Association <br /> • Snohomish River Regional Water Authority <br /> • South King County Regional Water Association <br /> • King County <br /> • Pierce County <br /> • Snohomish County <br /> Additional representatives can be named for committee <br /> assignments or as alternates. <br /> b) Each member shall designate their representative and alternate(s) <br /> in writing to the Chair annually during the month of January. <br /> 2. Voting/Financial Responsibility <br /> a) To be a voting member (in contrast to an observer member), the <br /> organization must be current in the payment (within 90 days of <br /> notice) of any dues or assessments that the Forum agrees to <br /> require. If a member chooses to not make payment, they will be <br /> invited to continue to participate in an observer status. <br /> b) Adoption of all actions by consensus is the overall objective of the <br /> Forum. However, as a minimum the adoption of any item requiring <br /> a formal vote/decision will require the three major city members <br /> (Everett, Seattle, Tacoma) to agree along with a majority of the <br /> Central Puget Sound Water Suppliers Forum <br /> Funding Agreement 10 3 <br /> Page 7 <br />
