PLAN ELEMENTS <br /> Proposed Transportation Improvement Actions <br /> T-1 Implement a Downtown Transportation Management Association <br /> (TMA). <br /> Transportation Management Associations (TMA) implement <br /> transportation demand management (TDM) programs and services in a <br /> community. TDM programs can include ride matching services for <br /> carpools and vanpools, transit pass discounts, bicycle parking and <br /> shower facilities, parking management, and promotional campaigns. <br /> TMA services vary by organization. <br /> TMA organizations represent a variety of private business organizations, <br /> such as chambers of commerce, downtown business associations, or <br /> large business employers; and public agencies, such as local <br /> governments and transit agencies. TMA's are currently managing <br /> programs in downtown Bellevue, downtown Seattle, and the Redmond <br /> Overlake district. <br /> A downtown Everett TMA should be planned and implemented. The <br /> organization should include existing downtown business organizations in <br /> conjunction with the City of Everett and Everett Transit. Start-up grants <br /> are available to assist in developing the TMA. <br /> The downtown Everett TMA should provide publicity and programs to <br /> encourage people to use alternate modes of travel, such as transit, <br /> carpools, vanpools, bicycles, and walking. The TMA would provide ride- <br /> matching services and could negotiate lower-cost transit passes by bulk- <br /> buying procedures. <br /> The TMA could also manage the public parking resources, including civic <br /> parking garages such as Everpark and on-street paid parking programs. <br /> By managing parking resources as well as promoting alternate means of <br /> travel, the TMA will be able to find the appropriate balance of <br /> transportation services to meet demands. <br /> EVERETT DOWNTOWN PLAN — DRAFT 6/29/2006 73 <br />
