The Council directed staff and consultants to consider zoning boundaries, permitted uses, development standards and design guidelines to further shape redevelopment in downtown. The downtown planning process included substantial public participation in the review and revision of zoning boundaries and zoning regulations. The attached ordinance will rezone several areas from existing zoning of C-1, C-2, M-2, R-4 and R-5 to B-3 to implement the Downtown Plan. One area will be rezoned from M-2 to C-2 to eliminate an inconsistency between the Zoning Map and the Comprehensive Plan Land Use Map. RECOMMENDATION (Exact action requested of Council): Adopt Ordinance amending Section 2.020 of Ordinance No. 1671-89, as amended (EMC 19.02.020) by rezoning certain properties in the Downtown Planning Area to the B-3 Central Business District zone to implement the zoning changes as proposed in the 2006 Downtown Plan.
