10 <br /> WHEREAS,the City Council finds it necessary to correct an inconsistency between the Zoning <br /> Map and the Land Use Map of the Growth Management Comprehensive Plan; and <br /> WHEREAS,based upon these findings the City Council concludes that the proposed <br /> amendments of the Zoning Map: <br /> a. Are consistent with the Goals, Objectives and Policies of the Downtown and <br /> Comprehensive Plan; and <br /> b. Are justified in that conditions have changed thorough policy implementation, new <br /> developments and growth; and the addition of new, improved and updated information; <br /> and <br /> c. Are in the best interest of the citizens of Everett and the Everett Planning Area: <br /> NOW,THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Approval. <br /> Section 2.020 of Ordinance No. 1671-89, as amended (EMC 19.02.020), is hereby amended by <br /> rezoning of the following legally described areas to implement the recommended changes of the <br /> Downtown Plan: <br /> Area 1, as identified on Exhibit 1 and as legally described below, is hereby changed from the C-1 <br /> General Commercial to the B-3 Central Business District Zone <br /> Commencing at the intersection of the centerlines of Lombard Avenue and Everett Avenue, <br /> THENCE east along the centerline of Everett Avenue to its intersection with the northerly <br /> projection of the centerline of the alley located in Block 629, Plat of Everett, according to the <br /> plat thereof recorded in Volume 3 of Plats, Page 32, records of Snohomish County,Washington, <br /> which is the true POINT OF BEGINNING; THENCE east along said centerline of Everett <br /> Avenue to its intersection with the northerly projection of the centerline of the alley located in <br /> Block 630, Plat of Everett; THENCE south along said alley centerline and its southerly <br /> projection to its intersection with the centerline of Pacific Avenue; THENCE west along the <br /> centerline of Pacific Avenue to its intersection with the centerline of Lombard Avenue; <br /> THENCE north along the centerline of Lombard Avenue to its intersection with the centerline of <br /> Wall Street; THENCE west along the centerline of Wall Street to its intersection with the <br /> southerly projection of the centerline of the vacated alley in Block 686, Everett Land Company's <br /> 1st Addition, according to the plat thereof recorded in Volume 3 of Plats, Page 20, records of <br /> Snohomish County, Washington; THENCE north along said centerline to intersect with westerly <br /> projection of the north line of Lot 20, Block 686, Plat of Everett, according to the plat thereof <br /> recorded in Volume 3 of Plats, Page 32, records of Snohomish County, Washington; THENCE <br /> east along said projection along Lot 20, across that vacated portion of Lombard Avenue and <br /> Block 687, Plat of Everett, to its intersection with the centerline of Broadway; THENCE north <br /> along the centerline of Broadway to its intersection with the centerline of California Avenue; <br /> 2 <br /> 151 <br />
