The Council directed staff and <br /> consultants to consider zoning boundaries, permitted uses, development standards and design guidelines to <br /> further shape redevelopment in downtown. The downtown planning process included substantial public <br /> participation in the review and revision of zoning boundaries and zoning regulations. The attached ordinance <br /> includes: <br /> • Revisions to permitted uses prohibiting certain uses on ground floor in designated retail areas <br /> • Revisions to permitted building height <br /> • Floor Area Ratio standards to regulate building bulk <br /> • Floor Area Ratio bonus incentives based on incorporating additional design elements <br /> • Elimination of minimum off-street parking requirements for non-residential uses <br /> • Design standards for all buildings, and signs <br /> • Streetscape improvement requirements for new construction <br /> Emergency Ordinance No. 2899-06 would be repealed by the attached ordinance. <br /> RECOMMENDATION (Exact action requested of Council): Adopt Ordinance amending Ordinance No. <br /> 1671-89, as amended, the B-3 (Central Business District)Zone regulations(EMC 19.22), as amended by <br /> Ordinance No's. 1729-90, 1849-92, 2107-95, 2397-99, and Repealing Sections of Ordinance No's. 1671-89 <br /> and 2107-95, and Repealing Ordinance No. 2899-06. <br /> 157 <br />
