11 <br /> Section 4. Section 22.010 of Ordinance No. 1671-89, as amended by Section 40 of <br /> Ordinance No. 2397-99 (EMC 19.22.010), which reads as follows: <br /> Basic development standards. See Table 6.1 in Chapter 6 of this title for the basic <br /> development standards that apply to uses hereafter established in the B-3 zone. <br /> Additional development standards are listed in Section 22.020. Design guidelines for the <br /> B-3 zone are contained in Section 22.030. <br /> Is hereby amended to read: <br /> Basic development standards. See Table 6.1 in Chapter 6 of this title for the basic <br /> development standards that apply to uses hereafter established in the B-3 zone. <br /> Additional development standards are listed in Section 22.020 <br /> Section 5. Section 22.020 of Ordinance No. 1671-89 (EMC 19.22.020), as amended, <br /> which reads as follows: <br /> Development standards in the B-3 zone. <br /> In addition to the development standards contained in Table 6.1 in Chapter 6 of this <br /> title, the following development standards apply to uses hereafter established in the B-3 <br /> zone: <br /> A. Required Setbacks. There shall be no minimum setbacks in the B-3 zone. However, <br /> no portion of a setback area located between a building and the public sidewalk shall be <br /> permitted to be used for off-street parking. <br /> B. Height of Building or Structure. Buildings located within the B-3 zone shall be <br /> permitted to have a height no greater than indicated on map number 22-1. Building height <br /> in the B-3 zone is measured as the height above the highest point of any public sidewalk <br /> immediately contiguous to the lot upon which the building is proposed to be located. <br /> C. Building Facades. All new or remodeled buildings abutting the sidewalk in the B-3 <br /> zone shall be subject to the following requirements for those portions of the building <br /> between two feet and eight feet above the sidewalk. When building facades are proposed <br /> to be renovated, the following standards shall apply for those portions of the building <br /> between two feet and eight feet above the sidewalk. <br /> 1. Any portion of a facade which is not transparent shall be considered to be a blank <br /> facade. Clear or lightly tinted glass in windows, doors and display windows shall be <br /> considered transparent. Transparent areas shall allow views into the structure or into <br /> display windows from the outside. <br /> 2. The total of all blank facade segments shall not exceed forty percent of the length of <br /> the facade of the building. <br /> 3. The provisions of this section may be modified by the planning director if the <br /> applicant proposes an alternative method of design which provides a pedestrian friendly <br /> treatment of the facade which is equivalent or superior to that which would be achieved <br /> through strict compliance with the provisions of this section, or where the slope of the <br /> sidewalk would render the requirements of this section ineffective. <br /> i7 � <br /> 4- <br />
