11 H. Bicycle Facilities. Office buildings with more than 10,000 square feet gross floor area shall include secure bicycle parking facilities, and shower and change room facilities for employees. Design of such facilities shall be subject to approval by the City to ensure adequate capacity for anticipated use, and for convenience of bicyclists. I. Pedestrian Skybridges. Skybridges or pedestrian walkways which are elevated above grade and cross a public street or alley right-of-way shall be prohibited in areas designated as retail streets or connector streets by map number 22-2, and may only be permitted on streets located outside the areas designated by map number 22-2 when approved by the planning director, using Review Process II after consultation with and approval by the city engineer. Section 6. The graphic illustrations and photographs contained in Section 5, Subsections D, E and F of this Ordinance are illustrative examples intended to depict design elements that can be used to satisfy certain of the standards contained in this Ordinance, and are not to be considered as development standards. The Planning Director is authorized to promulgate additional examples of design elements that can be used to meet the requirements of the B-3 zone. Section 7. Section 22.030 of Ordinance No. 1671-89, as amended by Section 24 of Ordinance No. 2107-95 (EMC 19.22.030), is hereby repealed. Section 8. Section 22.040 of Ordinance No. 1671-89, as amended (EMC 19.22.040), is hereby repealed. Section 9. Section 22.070 of Ordinance No. 1671-89, as amended (EMC 19.22.070), is hereby repealed. Section 10. Ordinance No. 2899-06 is hereby repealed. Section 11. Severability. Should any section, paragraph, clause or phrase of this Ordinance, or its application to any person or circumstance, be declared unconstitutional or otherwise invalid for any reason, or should any portion of this Ordinance be pre- empted by state or federal law or regulations, this shall not affect the validity of the remaining portions of this Ordinance or its application to other persons or circumstances. 2U5.
