EXECUTIVE SUMMARY N <br /> 2. Initiate a High-Visibility, Transformational Project (Begin planning within <br /> one year; complete within 3-4 years) <br /> The purpose of this action is to show significant City commitment to <br /> downtown with a project that will foster substantial development and/or add a <br /> new dimension to downtown activities. Two recommended projects meet <br /> these criteria: a major streetscape improvement of Rucker Avenue (and the <br /> development of a multipurpose focal park or plaza. Since the Rucker Avenue <br /> improvements are directed toward fostering a new in-city residential <br /> neighborhood, this project might be timed to coincide with substantial mixed- <br /> use residential development along that street. The construction of the new <br /> park should be complemented by joint City and private efforts to program <br /> events for optimizing its use and.to address security and maintenance needs. <br /> 3. Initiate or Enhance Cooperative Programs to Address Ongoing Needs <br /> (Ongoing) <br /> Continuous public/private efforts to keep downtown, safe, comfortable, <br /> attractive, and accessible are necessary. The City of Everett, the Downtown <br /> Everett Association, the Downtown Business Improvement Area (BIA), <br /> Snohomish County, and other groups should work together on issues such as <br /> crime prevention, directional signage, event planning, maintenance, graffiti <br /> removal, business promotion, and other related efforts, <br /> 4. Complete Other Recommended Actions as Opportunities and Priorities <br /> Emerge (2 to 10 years) <br /> The plan recommends a number of other actions ranging from street tree <br /> planting to planning for the reconfiguration of Broadway. Because each <br /> action will depend on a funding source and a sponsor to initiate the work, the <br /> relative priority and urgency of the various projects will change over time. <br /> The key will be to take advantage of opportunities as they emerge and <br /> sustain effort continuously over time. It is recommended that the Planning <br /> Commission and the City Council, supported by the Department of Planning <br /> and Community Development, review this plan annually and determine which <br /> actions should be pursued in light of the City's overall priorities. <br /> EVERETT DOWNTOWN PLAN — DRAFT 6/29/2006 5 <br />
