3 <br /> is recommended to be changed to: <br /> Repeal or Amendment of Ordinances Passed by the People. <br /> popular vote. <br /> No ordinance which has been passed by the council upon a petition or adopted by <br /> popular vote, under the provisions of this article, shall be repealed or amended by the <br /> council within a period of two years following such enactment: Provided, that such <br /> ordinance may be amended within two years after such ordinance by a vote of a <br /> majority plus one of the council. But such ordinance may be amended or repealed at <br /> any general or special election by direct vote of the people thereon. <br /> PROPOSITION #13 <br /> Shall Everett City Charter Section 11.9, relating to the repeal or amendment of <br /> ordinances passed by the people by initiative be changed to adopt the same process by which <br /> Washington State law allows amendments to laws passed by in initiative <br /> CHARTER CHANGE YES ❑ <br /> CHARTER CHANGE NO ❑ <br /> Section 16: Change to Sections 14.5., 14.6, 14.8 and 14.10 Section 14.5 of the City <br /> Charter which reads as follows: <br /> Treasurer. <br /> (a) The treasurer shall, before entering upon his duties, give to the city a bond <br /> executed by some surety company authorized to do business in the State of Washington, <br /> in such sum as the council shall prescribe by ordinance, and the premium shall be <br /> prescribed by ordinance, and the premium shall be paid by the city. <br /> (b) The treasurer shall receive and receipt for all funds payable to the city and shall <br /> make his receipt therefor in triplicate, one of which he shall deliver to the party making <br /> the payment, one he shall deliver to the clerk, and one he shall retain in his own office.
