12 <br /> Exhibit A <br /> City of Everett <br /> Collection System Modeling On-Call for 2006 <br /> June 26, 2006 <br /> CH2M HILL has prepared a Comprehensive Sewer Plan (Comprehensive Plan)for the City of <br /> Everett(City)under a contract and scope of work dated March 7,2003. This effort resulted in a <br /> Comprehensive Plan that meets the requirements of WAC 173-240-050. As a result of this work, <br /> the City has requested that CH2M HILL provide additional support to the hydraulic sewer <br /> model developed as part of the Comprehensive Plan,as described below. <br /> The work assigned under this Agreement will be on an"On-Call"basis,solely at the discretion <br /> of the City. All such assignments within the general scope herein shall be authorized via an <br /> email request by a representative of the City,which shall service as authority to proceed with <br /> work. These On-Call services assume CH2M HILL support for collection system modeling and <br /> engineering support services up to the limit of the authorized task budget. Any additional <br /> work required to complete this task may be addressed by contract amendment. <br /> Task 1 — Development Review <br /> The State Environmental Policy Act(SEPA)requires all governmental agencies, including the <br /> City of Everett,to consider the environmental impacts of proposed projects. CH2M HILL will <br /> assist the City in the SEPA review of proposed projects impacting the wastewater conveyance <br /> system and drinking water distribution system using the City's existing hydraulic models. This <br /> will include: <br /> • Identification of system hydraulic deficiencies <br /> • Recommendations of potential infrastructure changes to address deficiencies <br /> • Documentation of evaluation results and recommendations in technical memoranda, <br /> facilities planning and other support services as directed by the City <br /> Deliverable CH2M HILL is committed to providing an assessment of the proposed <br /> development project impact on the system and communication of the findings to the City via <br /> telephone or email within 24 hours of receipt of required project data. A TM presenting the <br /> findings of development review will be submitted within three to five business days of project. <br /> data submittal. Deviations from this anticipated schedule,possibly due in part to complexity of <br /> the proposed project,will be communicated to the City at the time of the review request. <br /> Authority to Proceed:An email request by a representative of the CITY for each development <br /> review shall serve as authority to proceed with the work. <br /> Budget Allowance The total budget allowance for Task 1 shall be$50,000,which assumes <br /> approximately 26 development review submittals.The approximate cost for each development <br /> review is estimated to be$1,900,as shown in Exhibit B. The actual labor hours will vary and <br /> may increase or decrease depending on the review complexity. <br /> 44 <br />
