6
es v=Q —
C O
= = a=3@ -
- _
EXHIBIT A - Scope of Work
for the
Sewer System Capacity Improvements"K"
City of Everett Work Order#UP3271
Background and General Project Description
Murray, Smith & Associates, Inc. (MSA) has developed the following scope of work and fee
estimate for engineering preliminary design services for the Sewer System Capacity
Improvements "K", City of Everett Project#UP3271. The scope and fee have been
developed based on our discussions with City staff and our project understanding and
proposed approach to the work. This scope of work is for the pre-design phase of work. The
outcome of this pre-design work will be used to define the scope of services for the final
design and construction support.
The main objective of the pre-design effort is to identify, evaluate and make
recommendations for technical options and alternatives that require decisions by the City. In
addition, the pre-design task provides an opportunity to receive technical input from the City
and gather additional data to more precisely define design objectives for detail design of the
project. In general, the pre-design will evaluate pipe replacement vs. augmentation, pipe
size/slope/capacity, alignment alternatives, pipe material, construction impacts, street
restoration needs, comparative costs, installation options and other factors as necessary for
planning, permitting and design of this sewer project.
The need for this project is based on Capital Improvement Projects identified in the City of
Everett - 2006 Comprehensive Sewer Plan —May 2006 which recommended that the City
provide additional capacity to a portion of the City's Central Interceptor system. The
existing interceptor pipe varies from 24 to 36-inches in diameter and conveys sanitary sewer
flow from south Everett as well as from Mukilteo and Alderwood sewer service areas.
The project is more specifically described as follows:
• Reach SE7-1 Alt 2: New 16-inch diameter(or other appropriate size) pipeline
parallel to an existing 24-inch diameter along 3rd Avenue SE from 108`h St SE
to Everett Mall Way SE (approximately 2,950 LF). Alternatives may include
different alignments for the parallel main or replacement of the existing
interceptor sewer with a larger pipe.
• Reach SE8-1: New 24-inch diameter pipeline parallel to an existing 36-inch
diameter along Everett Mall Way from 3`d Ave. SE to West Mall Drive and
then following West Mall Drive, the Interurban trail and Commercial Ave. to
City of Everett MURRAY,SMITH &ASSOCIATES,INC.
