MEMO 'fU: L'ob Landles FhOM : Marian Payne i;i� DA'fE: May ll. , 1990 SUBJ : McKee Proaerty at 22nd and Elockcfeller There is a Notice and urder uut on the three buildinqs on this prope:ty . 1'he Order states that thc "Building OEiicial and Planning/Community Develooment Director will submit a Resolution authorizing the demolition of the building to the E:verett City Council" , "Un May 3U, 1990, at 8 : 30 a .m. " Mr, and Mrs. McKee are presently working with our CHIP office to secur� a CHIP luan to rehabilitate the buildings . A partial approval for the loan has been given to Mr. McKee provided that he meets certain financial criteria prior to the loan being 3�.gned. I am in continuous contact with the CHIP office so that I will know when to baok down on this abatement action . So far Mr. McKee has not fulfilled the CHIP requirements and the deal has not been finalized. Time is nearing on the Council date of May 3Uth . I recommend that we proceed to submit a resolution for demo.lition of each building to Council on the Scheduled date, recommend that Council adopt the reeolutions but, advise Council that the resolutions would be held in abeyance for two months . This action allows more time for Mr . McKee to finalize hi3 deal with the CHIP office. If Mr . McKee does not comply with the requirements of the CHIP office at the end oi the two month period from the date the resolutions were adopted, we 3ha11 proceed with processing the demo'lition:a which can be stopped with the do:.ed at the £ront door. I hav� used this techniyue with Counci.l 's approval on several occasions in the past and fo�nd it to be an effective tool in letting people know that we would fulfill our abatement process ii' they did not comply with our requirements . Please advise if' you have any other solutions to the�e situations .
