Everett Avenue is a 5-lane arterial street with no parking on <br />either side. Rockefeller is a 2-lane access street with parking. The proposal•requests <br />vehicle access from the allev to an area underneath the proposed structure for 8 parking <br />spaces and access from Everett Avenue to 12 open parking spaces. City Code 13.16.050 (F) <br />requires all vehicle access to developments from the alley, if alley access is available. <br />The Code further provides that City Council may grant variances from the Code if it can <br />be shown that (1) peculiar physical conditions exist, (2) the request is not•against the <br />public interest, (3) will not adversely affect adjacent properties, and (4) will be an <br />unnecessary hardship on the applicant. A Public Works Department review finds that the <br />proposed access should not pose a significant traffic hazard and that such a driveway <br />should not adversely affect adjacent properties. <br />RECOMMENDED ACTION <br />It is recommended that the Public Works Department be authorized to issue a permit for <br />a driveway to Everett Avenue when the formal application is received. <br />J� 17�i 1-7cl, <br />
