F' a� <br />FINAL DECLARATION OF NON -SIGNIFICANCE L.�u� <br />Description of Proposal: <br />The proposed action is the issuance of building and demolition permits to <br />allow the demolition of a 60-year old three-story building (plus basement) <br />and the construction of an approximately 55,000 sq. ft. replacement building <br />containing meeting rooms, offices, gymnasiums, game courts, swimming pool <br />and locker rooms. The following factors were considered and the listed <br />requirements were placed in response to comments submitted by various City <br />departments during their review of an Environmental Checklist for this <br />proposal: <br />I. The site is zoned B-3, Ceniral. Business Zone, which would allow this use. <br />2. The existing building is located on the southern portion of the lot <br />contiguous to California, Rockefeller and the alley to the west, and is <br />currently occupied by the Everett YMCA, which is proposing the action. The <br />balance of the lot is asphalt covered. Some shrubbery exists along the <br />north side of the building. The major portion of the building will be <br />demolished with the exception of an existing addition (1960) on the north <br />side. This addition will remain and will be expanded so that the facility <br />at completion will be located on the northern portion of the lot (presently <br />a parking area). Parking for the new facility will then be located of the <br />southern portion. Parking is required in compliance with the Everett Zoning <br />Code as determined by the City's Building Official. The main entrance will <br />face Rockefeller. <br />-.he existing three-story building (plus basement) contains two swimming <br />pools, one of which will remain, offices, gymnasiums and other rooms, some <br />of %•,Bich have been vacated and condemned by the Fire Department. <br />The building Is listed as a building of state historical significance <br />in A Survey of Everett's Historical Properties. The building is included in <br />the state inventory but is not listed in either the state or national register <br />of historic places. <br />4. Phase I of the project is the major construction and Phase II includes the <br />demolition and the remaining construction. Total building area of the new <br />facility will be about the same as is existing. <br />5. Drainage must he designed in conformance with the City's drainage <br />ordinance. Since expansion is over existing parking lots on-siie detention <br />is not required, however, a grease trap i.s required. <br />6. A fire hydrant exists on each corner of the block within which this <br />project is located. <br />7. A detailed drawing shall be submitted to the Public Works Department <br />showing parking layout, landscaping, driveways, utilities, storm drainage, <br />and all required improvements to the public right-of-way. Public Works <br />Department approval of these drawings is required before any permits are <br />issued. All improvements shall be completed before the Occupancy Permit <br />is issued. <br />8. During construction, City streets are to be kept clear of dirt and debris, <br />
