W. <br />QTV OP CVEF[TL EVCRLTi, WASHINGTON <br />On Friday, August 23, on�: of our inepectora ubaerved paving activity behind <br />the etdewalk but in the right-of-way along Pacific adjacent to the County <br />Courthouse. Specifically, it wae at the northweet corner of Pacific and <br />R ockefeller adjacent to Pacific A ve. entrance to the old original courthouse. <br />Our intpeetor discovered the work wae being done by a County road crew <br />without a permit. The work involved remuval of landecaping and paving <br />wtth asphalt a parking area to ; ark two vehicler. one on each side ot the <br />entrance. The work was already well along and the Superintendent decided <br />to go ahead and complete the work. <br />Later the eame day, tha Superintendent, aceompanied by Ccammis�ioner <br />Foragren. came in to take out the appropriate ROW permtt. (copy attached) <br />They pointed out that Sheriff J. Harvcy had reque�ted thc oarking area for <br />patrol car� when delivering iteir�s to their propertiea rcom. I personally <br />wae not in on the discueaton when the permit application waa filled aut. <br />Frank Bennett was there. <br />(,��Y-.�:.: �•) <br />Viy firat knowledge of the aituation came when Bob Champion called me <br />later the eame day. His office ie juat acrose the etreet in the Minor Bldg. <br />I He potnted out th:t the County was doing sorne work, probably without a <br />, permit. He felt tliat the paving, although small in amount, was going to <br />� create an eyesore and the City really shouldn't per�nit it. <br />Our review of the permit application reveals some problema we consider <br />of even greater conaern than the esthetic impact. <br />-continued- <br />
