Ta
Layor Andereon
F ROM ly
Lloyd Henning -t•
onre
suo,ccr
Auguet 29, 1974
Courthouae - paving in R. O. W.
QTV OP CVEF[TL EVCRLTi, WASHINGTON
On Friday, August 23, on: of our inepectora ubaerved paving activity behind
the etdewalk but in the right-of-way along Pacific adjacent to the County
Courthouse. Specifically, it wae at the northweet corner of Pacific and
R ockefeller adjacent to Pacific A ve. entrance to the old original courthouse.
Our intpeetor discovered the work wae being done by a County road crew
without a permit. The work involved remuval of landecaping and paving
wtth asphalt a parking area to ; ark two vehicler. one on each side ot the
entrance. The work was already well along and the Superintendent decided
to go ahead and complete the work.
Later the eame day, tha Superintendent, aceompanied by Ccammisioner
Foragren. came in to take out the appropriate ROW permtt. (copy attached)
They pointed out that Sheriff J. Harvcy had requeted thc oarking area for
patrol car when delivering iteirs to their propertiea rcom. I personally
wae not in on the discueaton when the permit application waa filled aut.
Frank Bennett was there.
(,Y-.:.: •)
Viy firat knowledge of the aituation came when Bob Champion called me
later the eame day. His office ie juat acrose the etreet in the Minor Bldg.
I He potnted out th:t the County was doing sorne work, probably without a
, permit. He felt tliat the paving, although small in amount, was going to
create an eyesore and the City really shouldn't pernit it.
Our review of the permit application reveals some problema we consider
of even greater conaern than the esthetic impact.
-continued-
