8. That the provision herein for reimbursement relates to costs of the Utili[y oniy. No reimbursement shall be made to Owner for the cost of local lines serving anly his property. 9. The City shall never be liable under this Agreement or otherwise to pay any of the costs of the Utility referred to herein. Owner agrees to release and waive any claims for any liability of the City in establishment and enforcement of this Agreement. The City's function herein is simply to compute and receive the latecomer fees and to transmit the same to the Owner; all such fees sha11 be paid without computation of any interest; fees of less than �25 need not be collected or transmitted. The City shall pay [he Owner the sum a;reed by it to be collected pursuant to the provisions of the preceding paragraph, within six[y (60) days after receipt thereof at the address of the Owner as set forth hereinafter or at such other addresses as the Owner shall provide by certifed mail.
