Jim Christianson has asked me to r:rite to ;/ou concerning his discussions
with us relative to the possibility of the City accepting sewage from his
proposed development.
As you are aware, the City is curren .ly involved with Snohomish County and
nuwerlocal agencies in a regional 201-Study of sanitary sewer needs for
the Lower Snohomish River Basin. Preliminary findings have indicated that
Smith Island will be provided sewage treatment service through the City of
"cverrtt's treatment plant. Assuming that tnese preliminary findings survive
the final analysis, Mr. Christianson's proposed development 'would be expected
to be serviced through the City of Everett's treatment plant.
Rhe City of Everett, in the past, has been responsive to the sewagage needs of
surrounding areas providing that a sewer district is formed with whom the City

can negotiate an agreement. Agreements with individuals outside the City limits
for sewer connections have, in the past met with strong opposition from the
Everett City Council.

It should be pointed out that although the 201-Study, when complete, will
'
1
probably restrict the City of Everett's current discretion with rispect to
F
outside sewer connections, The deciiion at thi< time is still one of policy
which must be made by the Everett City Council.
_
to
From a technical standpoint, it appears that the Island area could connect
i
the City's system at the junction box which lies between the county road and
i
Interstate 5 and is in line with tine City's 17th Street.
f
,
E
