Box 593 <br /> La Conner, Washington 98052 <br /> Re: Water Quality Certification <br /> Public Notice No. OYB-1-013848 <br /> Dunlap Towing, Inc. <br /> Chip loading facility on Snohomish River <br /> Dear Gentlemen: <br /> The public notice for this proposed Corps of Engineers permit has been <br /> reviewed in accordance with all pertinent rules and regulations. The <br /> proposed work entails the construction of a chip loading facility on the <br /> Snohomish River with in-water work to include a pier and mooring dolphins. <br /> Uplands work includes the construction of a pond and swale wastewater <br /> treatment, a paved chip storage area and loading ramp and conveyor system <br /> for handling wood chips. <br /> This agency certifies these activities comply with applicable provisions of <br /> sections 301, 302, 303, 306 and 307 of the Federal Water Pollution Control <br /> Act as amended. This certification is subject to compliance with the <br /> following provisions: <br /> GENERAL: <br /> 1. The conditions of the Hydraulic Project Approval from the Department <br /> of Fisheries shall be included as provisions of this Water Quality <br /> Certification. <br /> 2. In order to protect the salt marsh, riparian vegetation and <br /> fisheries habitat on the river bank, impacts to the existing plant <br /> communities of the river bank shall be avoided to the maximum extent <br /> practicable. Any plans for bank stabilization measures, required as <br /> a result of construction or presence of the proposed pier, shall be <br /> reviewed and approved prior to installation. <br /> J / <br /> //� <br /> ADL.3 <br /> 0 <br />
