Box 593 LaConner, WA 98257 to undertake the following development: Development of a wood chip handling facility on a five acre site adjacent to the Snohomish River. The proposal includes the following: 1) removal of existing buildings and debris, 2) filling approximately seventy-five percent (.6 acres) of two existing ponds, 3) regrading the entire site and replanting areas not asphalted, 4) asphalting approximately 80 percent of the site to be used for chip loading and storage, 5) importing up to 9000 cubic yards of dredge spoils to flood proof the site, 6) installation of a conveyor and rotating telescoping loading spout mounted about 58 feet above grade to transfer the chips for a distance of about 130 feet over the water to the barges, 7) bank stabilization along the shoreline and enhancement of natural vegetation to provide habitat for wildlife, 8) construction of an approximately 500 square foot office building, and 9) installation of dolphins upon the following property: W 1/2 of Section 9, T. 29, R.5.E.W.M. Within the Snohomish River and/or its associated wetlands. The project will be within shorelines of state-wide significance (RCW 90.58.030). The project will be located within an Urban designation. The following *Snohomish County Master Program provisions are applicable to this development: E-3 and 4; F-35, 36, 44, 45, 46, 47, 48, 62, 63, and 64 *The area was annexed to the City of Everett in 1984 and the Everett Master Program has not been updated to include this area so the Snohomish County Master Program is the controlling document.
