1.0 INTRODUCTION <br /> Encore Environmental Consortium (EEC) prepared this Cleanup Action Work Plan (Work Plan) on <br /> behalf of Argonaut Holdings, LLC (AHLLC), formerly known as Argonaut Holdings, Inc. (AHI), for <br /> the purpose of completing a remedial excavation and subsequent groundwater monitoring at the Everett <br /> Chevrolet facility located at 7300 Evergreen Way, Everett, Snohomish County, Washington(Site). <br /> A petroleum release impacting soil was recorded by the Washington Department of Ecology (Ecology) <br /> on June 7, 1995, based on the results of a Phase II Environmental Site Assessment (ESA) conducted at <br /> the Site in 1994. A Voluntary Cleanup Program (VCP) Agreement between AHI and Ecology for the <br /> Site was executed on October 2, 2008. A Remedial Investigation and Feasibility Study (RI/FS) report <br /> was prepared for the Site by EEC on behalf of AHLLC and dated January 24, 2012. The cleanup <br /> alternative selected in the RI/FS was Alternative 1 - Physical Containment with Long Term <br /> Monitoring. This alternative involved the execution of an environmental covenant and continued <br /> groundwater monitoring. One of the factors for selecting this alternative was that impacted soil <br /> remaining at the Site could not be removed without demolishing the existing buildings. At the time of <br /> the RI/FS, there were no plans to demolish the existing buildings; however, the current plan for future <br /> Site use has now changed and the existing buildings are planned to be demolished. Therefore, AHLLC <br /> plans to implement Alternative No. 2 - Excavation, as outlined in the RI/FS, as the cleanup alternative <br /> for the Site. This alternative will involve excavation and off-site disposal of impacted soil exceeding <br /> Model Toxics Control Act(MTCA) Method A cleanup levels in accordance with this Work Plan. <br /> The Work Plan presents the scope of work and procedures to implement Alternative No. 2.
