1.0 INTRODUCTION
Encore Environmental Consortium (EEC) prepared this Cleanup Action Work Plan (Work Plan) on
behalf of Argonaut Holdings, LLC (AHLLC), formerly known as Argonaut Holdings, Inc. (AHI), for
the purpose of completing a remedial excavation and subsequent groundwater monitoring at the Everett
Chevrolet facility located at 7300 Evergreen Way, Everett, Snohomish County, Washington(Site).
A petroleum release impacting soil was recorded by the Washington Department of Ecology (Ecology)
on June 7, 1995, based on the results of a Phase II Environmental Site Assessment (ESA) conducted at
the Site in 1994. A Voluntary Cleanup Program (VCP) Agreement between AHI and Ecology for the
Site was executed on October 2, 2008. A Remedial Investigation and Feasibility Study (RI/FS) report
was prepared for the Site by EEC on behalf of AHLLC and dated January 24, 2012. The cleanup
alternative selected in the RI/FS was Alternative 1 - Physical Containment with Long Term
Monitoring. This alternative involved the execution of an environmental covenant and continued
groundwater monitoring. One of the factors for selecting this alternative was that impacted soil
remaining at the Site could not be removed without demolishing the existing buildings. At the time of
the RI/FS, there were no plans to demolish the existing buildings; however, the current plan for future
Site use has now changed and the existing buildings are planned to be demolished. Therefore, AHLLC
plans to implement Alternative No. 2 - Excavation, as outlined in the RI/FS, as the cleanup alternative
for the Site. This alternative will involve excavation and off-site disposal of impacted soil exceeding
Model Toxics Control Act(MTCA) Method A cleanup levels in accordance with this Work Plan.
The Work Plan presents the scope of work and procedures to implement Alternative No. 2. The
activities detailed in this Work Plan support the requirements for a No Further Action (NFA)
determination from the Ecology in accordance with Washington Administrative Code (WAC) 173-340
(MTCA).
017386-174(123) 1 THIS DOCUMENT IS PRINTED ON RECYCLED PAPER
Encore Environmental Consortium,LLC
