EXHIBIT C <br /> TECHNICAL ACCEPTANCE STANDARDS <br /> 1. Placement and Compaction of Debris Fill (Lots 45-B and 45-C)—Placement and <br /> compaction of debris fill placed in the landfill area shall conform to the attached <br /> recommendations provided by GeoEngineers, as approved by the City of Everett Parks <br /> and Recreation Department. <br /> 2. Rough Grading—CSR-Associated shall provide rough grading on the Transfer Lots <br /> (45-A, 45-B, and 45-C). The City of Everett Parks and Recreation Department will <br /> provide to CSR-Associated a grading plan showing finish elevations. Rough grade <br /> elevation shall be defined as 1.0 feet below the finish elevations shown on the grading <br /> plan. Rough grading shall also be consistent with the amended DNR Surface Mining <br /> Permit. <br /> CSR-Associated will provide earthwork including cut, fill, grading and compaction to <br /> prepare the site to this rough grade elevation within the specified tolerance (± .3 feet). <br /> Grading and compaction for Lot 45-A shall conform to the requirements and <br /> recommendations as described in Section 4 of the attached "Southwest Everett Athletic <br /> Fields Geotechnical Report" dated 28 June 1999 by Shannon and Wilson, Inc. and the <br /> attached recommendations provided by GeoEngineers. In the event of differing <br /> recommendations, the more stringent shall govern. <br /> Grading and compaction for Lots 45-B and 45-C shall conform to the requirements and <br /> recommendations as described in the recommendations provided by GeoEngineers, as <br /> approved by the City of Everett Parks and Recreation Department. <br /> 3. A minimum of the top 1.0 foot of the rough graded earthwork shall be granular material <br /> as defined as Structural Fill in the aforementioned Reports or as approved by the City of <br /> Everett Parks and Recreation Department in order to protect the surface against erosive <br /> forces. <br /> 4. CSR-Associated shall perform compaction testing on the fill to assure that the <br /> compaction meets the recommendations as described in the GeoEngineers and Shannon <br /> and Wilson Reports. The City reserves the option to have additional compaction tests <br /> done at City expense to verify compliance. <br /> 5. CSR-Associated shall leave the rough graded sites in a condition such that the site shall <br /> not be damaged by surface runoff if the site overwinters in the rough graded state. <br /> Adequate drainage and erosion control measures shall be provided to prevent damage and <br /> siltation. <br /> S:\GDoughty\WIN WORD\CSR\AgreementFinal.doc 33 <br /> Seattle/2.8.00 <br />
