lip <br /> RESOLUTION No, <br /> 4814 i/e,,,o,""A.,...A <br /> „; r T <br /> A RESOLUTION Declaring an Emergency Regarding the Repair of the No. 4 Water <br /> Transmission Line at the West Side of Ebey Slough <br /> WHEREAS, the City of Everett owns and operates the No. 4 Water Transmission Line ("Line") <br /> that crosses the Ebey Slough and a dike owned and maintained by the Ebey Island Diking District <br /> No. 1; and <br /> WHEREAS, the flow rate of the Line exceeded 30 million gallons per day; and <br /> WHEREAS, the dike failed from two hundred feet south of where the Line crosses the dike to <br /> one hundred feet north for a total of three hundred feet; and <br /> WHEREAS, the Line is damaged; and <br /> WHEREAS, immediate action is required to preserve the public health and to protect life and <br /> property; and <br /> NOW, THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that: <br /> 1. An emergency is declared to exist; <br /> 2. The Public Works Dept. be and hereby is authorized to contract for the services, material, <br /> equipment and supplies reasonably necessary to repair the Line and dike; and <br /> 3. The Mayor is authorized to execute contracts for services, material and equipment to be <br /> procured by the Public Works Director or his designee to accomplish the purposes of this <br /> Resolution.
