RESOLUTION No. 4781 <br /> A RESOLUTION Authorizing the Mayor to Negotiate and Execute a Contract for the <br /> Acquisition of Software from Trapeze Software Group <br /> WHEREAS, Everett Transit is required to provide paratransit services; and <br /> WHEREAS, Everett Transit presently uses DOS based database software from Trapeze to track <br /> clients' location and eligibility, rides, vehicles, drivers and scheduling; and <br /> WHEREAS,the City converted to a Windows NT network; and <br /> WHEREAS, the paratransit database software needs to be updated; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT that: <br /> 1. Competitive bidding for the acquisition of the upgraded paratransit database software is <br /> waived for the following reasons: <br /> A. The City has already invested heavily in training for software from Trapeze. While <br /> some additional training will be necessary for the upgrade, it will be far less than that <br /> required if entirely new software were purchased. <br /> B. Because the DOS database is proprietary,the City would incur substantially greater <br /> expense to convert the data to another vendor's architecture. <br /> C. The City shares client database information with other transit agencies, such as CT, <br /> DART, and King County Metro, and Kitsap. All of the transit agencies use Trapeze <br /> software, making for an easy exchange of client database information. Use of different <br /> software would require either not sharing such data(with a resulting increase in cost to <br /> Everett Transit and/or decreased service to Everett residents) or would cost Everett <br /> substantial sums to write a program to convert data sent or received from the other <br /> transit agencies. <br />
