FINDINGS AND DECISION <br /> OF THE HEARING EXAMINER OF THE <br /> CITY OF EVERETT <br /> IN THE MATTER OF THE APPLICATION <br /> OF CHARLES DEBRULER AND <br /> MARYANNE O'ROURKE <br /> FOR APPROVAL OF VARIANCES VARIANCE #15-005 <br /> SUMMARY OF DECISION: The Applicant's request for two variances from <br /> the City of Everett, one for reduction of off- <br /> street parking requirements to one space; and <br /> one for a reduced rear setback for property at <br /> 2232 McDougall Avenue, Everett, Washington, <br /> are granted subject to conditions listed herein. <br /> INTRODUCTION <br /> Charles DeBruler and Maryanne O'Rourke (Applicant) requested two land use <br /> variances from the City of Everett. The Applicant's first request is a variance to allow <br /> relief from off-street parking requirements of Everett Municipal Code (EMC) 19.34.020.A <br /> (Table 34.1) which mandates that detached single-family residences have two off-street <br /> parking spaces. The Applicant seeks a single parking space. The second requested <br /> variance is to allow relief from the rear setback standard of 20 feet for the property on <br /> which the residence is located. The Applicant seeks a rear setback of 15 feet. The <br /> Applicant's property is at 2232 McDougall Avenue, Everett, Washington (subject <br /> property) and is zoned R-2, Single-Family Detached Medium Density. <br /> A hearing on the request was held before the Hearing Examiner of the City of Everett on <br /> August 13, 2015.
