CONCLUSIONS BASED ON FINDINGS <br /> 1. The Applicant requested two variances from the City of Everett. One of the <br /> variances seeks relief from EMC 19.34.020.A (Table 34.1) which requires two <br /> off-street parking spaces for a detached single-family residence. The request is <br /> for one off-street parking space. The Applicant also requested a variance from <br /> the Development Standards Table for R-2 zoned property. One of the standards <br /> includes a rear setback of 20 feet, and the Applicant seeks a rear setback of 15 <br /> feet. The variances are requested for the property at 2232 McDougall Avenue, <br /> Everett, Washington. (finding 1) <br /> 2. The variances will not be materially detrimental to the property in the area of the <br /> subject property or the City as a whole. There is adequate on-street parking, and <br /> there are other properties in the general vicinity that have reduced lots with <br /> reduced setbacks. (finding 11) <br /> 3. Exceptional and extraordinary circumstances, including the size and location of <br /> the subject property and the location of pre-existing improvements on the <br /> property that were placed long before zoning was enacted, support the grant of <br /> the variances. (findings 7, 10 and 12) <br /> 4. The variances will provide the Applicant the basic general rights enjoyed by other <br /> property owners in the area and zone as the subject property. (finding 10) <br /> 5. The variances are the minimum necessary to allow the subject property the <br /> general rights that other property owners have secured in the general area. <br /> (finding 13) <br /> 6. The grant of the variances is not inconsistent with the Goals and Policies of the <br /> Everett General Plan. It will not change or alter the specific use of the property. <br /> (finding 15) <br /> 7. The need for the requested variances is not the result of a self-created hardship. <br /> (finding 16) <br /> DECISION <br /> Based upon the preceding Findings of Fact and Conclusions and testimony and <br /> evidence submitted at the public hearing, it is hereby ordered that the Applicant's <br /> request for two variances from the City of Everett, one for reduction of off-street parking <br /> requirements to one space; and one for a reduced rear setback for property at 2232 <br /> McDougall Avenue, Everett, Washington, are granted subject to the condition listed <br /> below: <br /> f6/5 --- <br />
